Experience

Ms. Lilia Klochenko, FCIArb, PhD jur. (Dr.) is an independent international arbitrator with over three decades of extensive experience across a broad range of legal matters for wide array of industries, including insurance and reinsurance, banking and finance, transport and logistics, building and operation of sea vessels and other shipping and maritime businesses, construction and infrastructure, oil, gas and natural resources, aviation and aircraft industry, metallurgy and mining, telecommunication and IT, travel and hosting and more other.

Ms. Klochenko has been leading her private international law practice over two decades and also collaborated as co-counsel, advisor or expert along with leading legal and/or arbitration teams from Germany, Austria, United Kingdom, France, USA.

Ms. Klochenko has sat as arbitrator in international commercial arbitrations across wide range of sectors and legal systems since 2010; and since 2026, Ms. Klochenko is UAE and Austria based international arbitrator in independent practice.

Focusing exclusively on arbitration now, she brings a diverse and deep background to dispute resolution, including structuring and supporting transactions, advising on major investment projects across various industries, drafting and supporting the execution of international contracts, developing early warning and risk management systems, including legal risks, early conflict forecasting, and managing dispute resolution processes.

Ms. Klochenko has sat as arbitrator, including as presiding arbitrator, co-arbitrator and sole arbitrator, under the Rules of the ICC, DIS, VIAC, ICAC (MKAS), MAC, RAC, UNCITRAL and other Rules; as well as in ad hoc proceedings. Her appointments include experience in proceedings requiring active procedural management and high procedural discipline within compressed timelines or complex procedural matters, including multiplicities in arbitration.

Being civil law qualified lawyer, Ms. Klochenko is familiarized with common law as well as Islamic finance and principles of Shari’ah.

Ms. Klochenko has experience in successful mediation procedures, including in multi-cultural and multi-jurisdictional cases, in particular, between parties of Russian, German, Austrian, French, Hong Kong, Ukrainian, Byelorussian, Georgian, Tajik, Uzbek, and other origin. Ms. Klochenko has also experience as adjudicator in international disputes, in particular, establishing market share of sales in corporate dispute; establishing the share of the impact of individual hazards on the negative consequences during the execution of works in a construction project. Such experience convergences and enriches Ms. Klochenko’s competences as arbitrator and provides more practical insights into the commercial arbitration ecosystem.

– for maritime cases the experience covers whole range of aspects: general average, demurrage, charter party, built/construction/operation of vessels, sale and purchase of vessels, insurance, P&I Club aspects, and other related issues;

– in reinsurance industry the experience widens in all kind of forms of reinsurance and reinsurance contracts and treaties for most kind of industries with knowledge of industries and/or matters such as transport, industrial or other property, engineering, marine, nuclear energy, casualty matters, environmental losses, cyber losses, allocation of costs or technical reserves, set-off issues, etc.

Education

Lilia Klochenko holds law and PhD jur. degrees from the International Law Faculty of the Moscow State Institute of International Relations, earned cum laude. Both degrees are confirmed by NARIC Nostrification System in Austria.

Lilia is Russian qualified attorney at law (Moscow Region Bar admission).

She is a Fellow of the Chartered Institute of Arbitrators since 2014.

• Editorial Board Member of Arbitration.ru from its foundation until 2022, contributing to the development of arbitration scholarship and practice8.

• Ms. Klochenko is an author of numerous law-matters-related and arbitration-related books and publications. She teaches courses on international arbitration, is a frequent speaker at arbitration events and trainer for specially developed training courses in various matters of law.

• Since 2017, as a member of independent NGO observers, Ms. Klochenko participates in the work of Working Group II “Arbitration and Conciliation” and Working Group III “Settlement of Disputes between Investors and States” of UNCITRAL.

• Since 2015, Ms. Klochenko supports Vis Moot Competition, FDI International Arbitration Moot, RAA Online Arbitration Moot and other international arbitration competitions as an arbitrator as well as mentoring to engage the young generation of the arbitration practitioners in routing to their career.
